New Nicollet Redevelopment Survey - Phase III

The City of Minneapolis owns 10 acres of land formerly home to Kmart. Reopening Nicollet Avenue at Lake Street has been a top City and community priority for decades.

In 2022, the City asked questions about goals for the project.

In 2023, the City asked questions about park space and the new Nicollet Ave roadway.

This new survey asks questions about buildings and uses inside those buildings. Based on past feedback and an extensive market study, the City drafted a "Base Development Scenario." The Base Development Scenario is what private development would likely build at the site over many years. This scenario includes:

  • Approximately 600-800 apartments

  • 4- to 7-story buildings

  • ~50% subsidized affordable vs. market rate apartments

  • 100% rental apartments

  • Some retail at the intersection of Lake & Nicollet

  • ~10,000 square feet of community-based indoor space

  • ~3,000 square feet of parks & recreation indoor space

The City is considering "reach" elements that go above and beyond the Base Development Scenario. "Reach" elements would need additional government tools, resources, or incentives to be successful.

The City has limited resources to contribute to program elements that go above and beyond the base development scenario. The goal of this survey is to identify the top priorities for "reach" elements. We want them to reflect the community's needs and preferences. When answering questions, remember that “very important” or “somewhat important” will likely mean more government funding and could mean waiting longer for developers to build projects.


This survey closes at 4:00 pm. on Friday, November 8, and takes approximately 6 minutes to complete.
